It is extremely important that childcare providers become familiar with and understand New York regulations that can impact his/her program. Noncompliance may result in penalty fees, closure, or even criminal charges. This is why it is highly recommended that providers review the New York State Office of Children & Family (OCFS) website a few times a year for changes. OCFS is the New York licensing agency for child care.

A provider’s local Child Care Resource & Referral (CCR&R) agency can be of assistance in managing the complex web of regulations and multiple oversight agencies. CHCF is a resource available to providers and applicants located within the five boroughs of New York City. Please contact us with questions.

Regulations are only one component in providing high-quality care. A provider’s engagement with families and children, understanding of child development, ability to solve problems and manage the unexpected, practice of self-care and financial well-being are also key components impacting the quality of a program.
