{"id":71836,"date":"2016-12-07T17:09:17","date_gmt":"2016-12-07T22:09:17","guid":{"rendered":"https:\/\/www.chcfinc.org\/clearinghouse\/?page_id=71836"},"modified":"2017-09-05T16:05:04","modified_gmt":"2017-09-05T20:05:04","slug":"financing","status":"publish","type":"page","link":"https:\/\/www.chcfinc.org\/clearinghouse\/get-started\/financing\/","title":{"rendered":"Financing"},"content":{"rendered":"<p>[vc_row type=&#8221;container&#8221; padding_top=&#8221;&#8221; padding_bottom=&#8221;&#8221;][vc_column][vc_column_text]<img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-71662\" src=\"https:\/\/www.chcfinc.org\/clearinghouse\/wp-content\/uploads\/2015\/11\/child_business_work.jpg\" alt=\"financing_page\" width=\"375\" height=\"211\" \/><\/p>\n<p><span style=\"font-weight: 400;\">In order to get a program up and running, a childcare provider will need to\u00a0make renovations and\/or expand, and access the following common funding streams:<\/span><\/p>\n<p><b>Savings<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Savings are funds accumulated for a specific goal.<\/span><\/p>\n<p><b>Loans<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Loans are funds borrowed from banks, credit unions, savings and loans, micro-lenders, small business development organizations, or family and friends.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through a number of agencies, including the U.S. Small Business Administration, the federal government also provides loans; information is available at <\/span><a href=\"http:\/\/www.govloans.gov\/\"><span style=\"font-weight: 400;\">govloans.gov<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>Child Care Resource &amp;Referral (CCR&amp;R) Grants<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Child Care Resource and Referral (CCR&amp;R) agencies in New York City receive state funding for grants. Some of their community funding includes:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Start-Up Grants,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health &amp; Safety Grants,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Quality Improvement Grants, and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health Care Consultancy Grants.<\/span><\/li>\n<\/ul>\n<p><b>Other<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Other funding sources include small business competitions (example: The New York Public Library holds <\/span><a href=\"https:\/\/www.nypl.org\/help\/services\/startup\"><span style=\"font-weight: 400;\">business plan competition<\/span><\/a><span style=\"font-weight: 400;\">s<\/span><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p style=\"margin: 0in; margin-bottom: .0001pt; background: white;\"><span style=\"font-weight: 400;\">A provider may also search <\/span><a href=\"http:\/\/www.grants.gov\/\"><span style=\"font-weight: 400;\">grants.gov<\/span><\/a><span style=\"font-weight: 400;\"> for more than 800 federal grant programs involving all 26 federal grant-making agencies.<\/span><\/p>\n<p><a href=\"http:\/\/www.centerforchildrensinitiatives.org\/index.php?option=com_content&amp;view=article&amp;id=254&amp;Itemid=434\"><span style=\"font-weight: 400;\">Educational Incentive Program<\/span><\/a><span style=\"font-weight: 400;\"> (EIP) in New York State is another resource that helps providers pay for training and educational activities (max. outlay $2,000).<\/span><\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row type=&#8221;container&#8221; padding_top=&#8221;&#8221; padding_bottom=&#8221;&#8221;][vc_column][vc_tta_accordion active_section=&#8221;0&#8243; collapsible_all=&#8221;true&#8221;][vc_tta_section title=&#8221;Childcare Providers May Be Eligible for a Start Up or Health and Safety Grant&#8221; tab_id=&#8221;1450272108352-5f9a6031-d55b&#8221;][vc_column_text]<span style=\"font-weight: 400;\">The Committee for Hispanic Children and Families, Inc. (CHCF) provides grants to enhance the quality of childcare programs. These grants are made possible through a contract with the New York State Office of Children and Family Services (OCFS).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Start-Up grants are available to eligible providers who have had a license or registration for six months or less within the five boroughs of New York City (NYC). The Start-Up grant provides a maximum of $300 in equipment, supplies, and other items that are consistent with quality childcare, as determined in consultation with a provider services specialist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eligible providers who have had their registration or license for more than six months may apply for a Health &amp; Safety Grant. These grants are for a maximum of $300 in equipment, supplies, and other items that are consistent with quality childcare, as determined in consultation with a provider services specialist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To determine eligibility, a chiuldcare provider will need to submit:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A copy of his\/her current Registration\/License Certificate OR Letter of Acknowledgement issued by the New York City Department of Health and Mental Hygiene;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A copy of a photo ID; AND<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">One of the following to determine income eligibility:<\/span><\/li>\n<\/ul>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A copy of the first and second page of the provider&#8217;s 1040\u2019s,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">W-2 form,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">1099, or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A notarized letter documenting income.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Since there is a limited number of grants available, the following criteria have been established to assist in the selection process. Priority will be given to childcare providers who:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Have submitted their initial application to become a childcare provider to DOHMH;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Have had their registration\/license for less than 6 months (for Start-Up Grant Applicants Only), or have had their registration\/license for more than 6 months (for Health &amp; Safety Grant Applicants Only);<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Have a license or registration that is in good standing;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Are low-income and\/or transitioning from welfare-to-work;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Are presently providing care for at least 1 \u2013 2 children other than their own;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide care to low-income\/subsidy eligible children; or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide care for special needs children; or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide care to children whose parents work non-traditional hours; or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide care to children under 3 years old.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Other grants a provider may qualify for include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Quality Improvement Grant \u2013Providers receive intensive technical assistance, specialized training, program-specific equipment, and materials or supplies to meet higher quality standards.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health Care Consultancy Grant \u2013 Providers receive intensive technical assistance, specialized training to administer medications to children, and complete an approved health care plan.<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.chcfinc.org\/clearinghouse\/contact-us\/\"><span style=\"font-weight: 400;\">Call us<\/span><\/a><span style=\"font-weight: 400;\"> to apply!<\/span>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Educational Incentive Program (EIP) \u2013 New York State (NYS)&#8221; tab_id=&#8221;1450272108528-5e08c6f5-9524&#8243;][vc_column_text]<span style=\"font-weight: 400;\">The Educational Incentive Program (EIP) is a scholarship program that helps providers pay for training and educational activities with the intent of building provider knowledge, skills and competencies, and improving the quality of childcare. To be eligible for EIP, childcare providers are required to take training and care for children in a program regulated by the New York State Office of Children and Family Services (NYS OCFS) or the New York City Department of Health and Mental Hygiene (NYC DOHMH).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EIP eligibility is based on employment, the level of income, and the course or training.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A provider can apply for an EIP scholarship if he\/she are currently caring for children as a:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Registered family childcare provider;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Licensed group family childcare provider or assistant;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Childcare classroom staff in a registered school-age program;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Childcare classroom staff in a licensed childcare center or Head Start; or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Direct supervisor of any of the childcare staff listed above.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The provider must be a U.S. Citizen, Permanent Resident, or Resident Alien authorized to work in the U.S., and must be a paid employee currently caring for children as part of the adult\/child ratio requirement in a child day-care program licensed or registered by the NYS OCFS or the NYC DOHMH. Employment verification is required with each application.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The following are NOT eligible for an EIP scholarship:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Volunteers;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Substitutes for a family childcare or a group family childcare;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Adjunct childcare staff;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Consultants;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Staff not counted in the adult\/child ratio;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Legally Exempt and No Permit Required (NPR) programs; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Providers, staff, and supervisors of programs licensed by the New York State Dept. of Education.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Please note: EIP scholarships will be awarded until funding is depleted or the scholarship year ends, whichever comes first.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For additional information and details on how to apply visit: <\/span><a href=\"https:\/\/www.ecetp.pdp.albany.edu\/eip.shtm\"><span style=\"font-weight: 400;\">https:\/\/www.ecetp.pdp.albany.edu\/eip.shtm<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">New York City residents should contact <\/span><a href=\"https:\/\/www.chcfinc.org\/\"><span style=\"font-weight: 400;\">CHCF<\/span><\/a><span style=\"font-weight: 400;\"> for assistance with the process.<\/span>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Brooklyn Public Library&#8217;s PowerUP!
