You may learn your state\u2019s requirements by\u00a0<\/span><a href=\"https:\/\/www.chcfinc.org\/clearinghouse\/contact-us\/\"><span style=\"font-weight: 400;\">contacting us<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is recommended that a childcare provider obtain a license for a number of reasons: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">1) a license will enhance the provider&#8217;s skills and knowledge, and assist in establishing a high-quality program,<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 2) licensing is one of the criteria that parents use in selecting a family child care program\/provider, and <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) licensing allows the provider to deduct expenses that would otherwise not be deductible.<\/span>[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/3&#8243;][vc_gallery interval=&#8221;3&#8243; images=&#8221;71822&#8243; img_size=&#8221;full&#8221;][\/vc_column][\/vc_row][vc_row type=&#8221;container&#8221; padding_top=&#8221;&#8221; padding_bottom=&#8221;&#8221;][vc_column][vc_empty_space][vc_tta_accordion active_section=&#8221;0&#8243; collapsible_all=&#8221;true&#8221;][vc_tta_section title=&#8221;How to Become a Family Childcare Provider in New York State&#8221; tab_id=&#8221;1451403040799-c3a3b1ba-6fbe&#8221;][vc_column_text]<span style=\"font-weight: 400;\">The application process to become a childcare provider is the same throughout New York State. The Committee for Hispanic Children and Families, Inc. (CHCF) is a Child Care Resource &amp; Referral agency operating in New York City(NYC). The agency&#8217;s representatives are available to walk NYC applicants through the entire process or assist with any step at no cost. It may take applicants anywhere from 6-to-8 months to open a family childcare business.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You may contact CHCF via telephone at (212) 206-1090.<\/span><\/p>\n<h3><b>Step One: Complete an Online Orientation<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In order to obtain an application to apply for a family child care program license (group) or registration (family), the applicant will first need to take the\u00a0Child Day Care Orientation. The orientation is available online in English with Spanish sub-titles at\u00a0<\/span><a href=\"http:\/\/ocfs.ny.gov\/main\/childcare\/techreq.asp\"><span style=\"font-weight: 400;\">http:\/\/ocfs.ny.gov\/main\/childcare\/techreq.asp<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><b>Step Two: Request an Application<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">After completing the orientation, applicants will need to request an application from their borough Department of Health and Mental Hygiene(DOHMH or DOH). They are only eligible to request an application after successfully completing the mandated online orientation. The application will arrive in 3-to-4 weeks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Call\u00a0<\/span><a href=\"https:\/\/www.chcfinc.org\/clearinghouse\/contact-us\/\"><span style=\"font-weight: 400;\">CHCF<\/span><\/a><span style=\"font-weight: 400;\">\u00a0to request an application and a list from the DOHMH\/DOH office in your borough.<\/span><\/p>\n<h3><b>Step Three: Complete the Application<\/b><\/h3>\n<p><b><i>The application for Family &amp; Group Family Child Care is roughly 106 pages. Don\u2019t panic, we can get through it together.<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">In order to successfully complete an application, a childcare provider will need to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Complete a 15-hour NYS H&amp;S Training **CHCF offers this course!<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Complete CPR\/First Aid Training<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Submit 3 professional references<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Describe your qualifications in working with children<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide a history of training completed and certifications acquired<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Submit a background check (<\/span><i><span style=\"font-weight: 400;\">Statewide Central Registry Database Check [SCR]<\/span><\/i><span style=\"font-weight: 400;\">) &#8211; (the provider and any household member over the age of 18)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Submit a\u00a0<\/span><i><span style=\"font-weight: 400;\">Staff Exclusion List<\/span><\/i><span style=\"font-weight: 400;\">\u00a0(SEL) form that will check the provider and any staff member for a history of abuse or neglect against children \u2013 (the provider and any staff member)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Physical\/medical statement (the provider and all household members)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Criminal conviction (the provider and any household member over the age of 18)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Assistant\/substitute information (if applicable) \u00a0&#8211; all assistants and substitutes will also need to submit their qualifications, training, references, medical statement, background checks, SEL and SCR forms.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Submit a safety form related to bodies of water on the property, use of firearms and pets (if applicable)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Water supply testing form<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fuel burning system inspection form<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Environmental hazards inspection forms<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An inside floor plan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An outside play area (even if it is a public park or recreational space)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Emergency relocation plan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Emergency evacuation diagram<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Emergency shelter in place plan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Behavior management plan<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Program guidelines and routines for infants, toddlers, pre-school and school-age children<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Daily schedule<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Hours of operation<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health Care Plan Guidelines &amp; Health Care Plan **CHCF can help the provider develop a Health Care Plan for FREE!<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Child support obligation statement<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Compliance agreement (the provider signature to verify that the application is true and accurate)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Call CHCF for FREE assistance with completing the application. \u00a0To ensure all is in order before submitting, CHCF representatives are available to review the application with in detail, approx. The process takes approximately three (3) hours.<\/span><\/p>\n<h3><b>Step Four: Submit the Application<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">All applications in New York City must be delivered to the DOHMH borough office. The addresses are included in the application. You can click\u00a0<\/span><a href=\"https:\/\/www.chcfinc.org\/clearinghouse\/getting-started\/mandates-rules-regulations\/#1448042072937-e10fe0e2-ab06\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">\u00a0for a\u00a0list of locations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A provider should keep a copy of the application, and request a receipt once it&#8217;s delivered.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the same time, he\/she can also set up an appointment with CHCF to learn about the different services offered to family and group family childcare providers, assistants, and substitutes, and available free-to-low-cost resources.\u00a0<\/span><\/p>\n<h3><b>Step Five: OCFS\/DOHMH Perform Inspection<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">After receiving an application, the DOHMH will contact the provider regarding any additional information or documentation needed to complete the application and will schedule an inspection. The purpose of the inspection is to make sure the provider&#8217;s home\/apartment meets state requirements for a child care business. DOHMH uses its own site inspection form to verify that the information provided in the application is accurate.<\/span><\/p>\n<p><b>At the time of inspection, the space a provider plans to utilize must be organized as if it were already operating<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While CHCF can support the childcare providers throughout the application and start-up process, as well as with room arrangement, only New York City&#8217;s DOHMH can approve a home or apartment childcare business. \u00a0<\/span><\/p>\n<h3><b>Step Six: Receive License\/Registration Decision<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">After an inspection is performed the providers will receive a letter determining whether or not the site has been approved for business.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once the business is approved the provider is eligible for a Start-Up \u00a0Grant with CHCF. The grant offers $300 in materials, as well as individualized program support for the new child care business.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At this stage in the process, it is highly recommended that the provider: <\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Have an operating budget; <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Have a contract and policy handbook for parents;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Start marketing and recruiting for the program; <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Apply to receive reimbursement for meals and snacks provided through the Child Adult Care Food Program (CACFP.); and<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Research and purchase business insurance.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">CHCF can help the childcare provider every step of the way!!! \u00a0Contact us now\u2026<\/span><\/p>\n<h3><b>Step Seven: Open for Business<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">CHCF recognizes that child care providers often wear different hats and play various roles. This is why it is available as a continuous support, providing group training and one-on-one individualized program assistance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Providers can contact CHCF for assistance in a variety of areas. CHCF can help support a provider&#8217;s work with families, answer questions about behavior management or administering medication or assist with employee relations and business best practices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">CHCF is a resource for committed to helping childcare providers. CHCF recognizes that the work providers do builds communities, and is available to support them.<\/span>[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Hiring Employees&#8221; tab_id=&#8221;1447875397635-2da481b7-d330&#8243;][vc_column_text]<span style=\"font-weight: 400;\">A childcare provider may need to hire employees depending on the number of children enrolled in the program and the type of license he\/she has.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The general rules and regulations regarding staff, volunteers or substitutes, require that individuals have pre-service training, a criminal background check, including fingerprinting. There may also be requirements for medical examinations\/statements, references, etc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are specific legal requirements for employers regarding employment eligibility verification, withholding and payment of taxes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is very unlikely that an assistant or substitute is an independent contractor.
